The operator, Kira-Kira! Tokyo! Tours!, doesn't explain the evening premium. Its photos show karts under neon at night, and on 15 October only one evening spot was left. The listing title itself warns that an IDP and passport are required, and the operator asks you to get your permit before you arrive in Japan.

Go-kart tour: Tokyo Tower to Shibuya is the other time-of-day case: one hour for ¥16,000 by day or ¥26,000 at night, ★4.7 from 11. Its night price matches this tour's evening slot, but for 60 minutes instead of 90.
